I like to make both the yellow penalty flag and red challenge flag to add more color to the football party decor and be more realistic. The yellow flag is the penalty flag and the red is the challenge flag.

Materials
- Red and Yellow Stretch Fabric
- Twist Tie
- Small Plastic Snack Bag
- Candy (small items like jelly beans work perfectly)
How to Make the DIY Football Party Favors Penalty Flags

- Cut a square piece of the fabric 12×12 inches.

- Fill a snack bag with candy.
- Twist the bag and secure it with a twisty tie.

- Place the candy bag in the center of the fabric square.

- Fold one of the corners up to the opposite corner.

- Fold the remaining two corners together.

- Cinch the fabric at the top of the candy to form a ball and secure it with a twist tie.
